you learn over time. but i'd say taking inspo from other people's styles and kind of just experimenting until you find something you like is the best way. i dont recommend straight up copying other people's skins or style though. you can also take a look at pinterest for inspiration , such as colour pallets to try out & pony styles on there too. :-) also, knowing colour theory is recommended if you want to tint.
